Just like the "Top 20 Villainous Vixens, " there's no particular they are in, but I will explain why I put them on the list & some honorable mentions.
(This also includes some anti-heroes & reformed villains on there are well)
*Dark Pit/Pitu (Kid Icarus: Uprising) - Like his hero counter-part, Pitu is his own kind of handsome but is mostly cute with his baby-like face.
And how can you stay mad at him when he makes his pouty face? 
*Randall Boggs (Monsters Inc./University)- Sorry, but I pick Randall over Reggie from MU anytime
(What? Reggie's the poison that made Randall the villain he was in MI). Sure he's a bit of a sore loser & competitive, but I still can't but feel sorry for him, and maybe he has a high chance to be rehabilitated.
He didn't betray Mike, he was offered to join the ROR team after Reggie saw his act & used him as a sucker (and Reggie must've told lies to Randall about Mike not being his friend anymore now he's been hanging around with Sulley).
And he didn't want to kill Boo (during the door chase scene there's a moment when he picked her up when she was slipping). There was a video to prove it, but it was deleted
, but I still put lizard-boy on there for those reasons (and the color combination he has).
*Diablo/Diavlo (Maleficent)- While I think the "re-imagining" of Sleeping Beauty and the villainess Maleficent was really..."meh,"
the only good points in there were Angelina Jolie as Maleficent and this handsome devil here.
Even though it's a bit disturbing that he's suppose to be the "rehash" version Maleficent's nosey pet crow and the possible hints of his mistress having feelings about him, but than again I don't blame either. Diavlo is portrayed as the dark suave & charming Dracula-type villain underling that even made their version of Aurora tremble.
*Ace of The Gang Green Gang (The Powerpuff Girls)- For someone who is the leader of a gang of ill-skin colored thugs, Ace is the only one that seems somewhat close to a normal human, and is the more decent looking one of the bunch.
Plus he knows how to sweet-talk to a lady to get away with things (which is the reason why Buttercup developed a crush on him).
*Ryo Bakura/Yami Bakura (Yu-Gi-Oh)- In my opinion, Bakura is close to anime version of Jekyll & Hyde with the good side being so cute & fluffy (like a kitten) and the bad side being so crafty & deadly yet strangely attractive. However when he goes fully-blown evil, the things I said about his bad side just disappears (it's the crazy eyes). So don't try to piss him off, or he'll hunt you down.
*Randall Ascot (Professor Layton: The Miracle Mask)- Another good-looking Randall on this list, except this one's human & does rehabilitate in the end.
Mr. Ascot was Layton's old class-mate who was said to be lost/dead, until he took on a new identity to win back what was once his. Over the years have been kind to him physically & mentally, and it really shows!
*(tie) Prince Diamond & Prince Sapphire (Sailor Moon)- They are one of the few male villains who don't look like they came far a stereotypical drag-queen club, and despite their despicable deeds one can't help but feel sorry for them because they are underlings of the real villain of the Dark Moon Arc (plus Sapphire looks just like Mamoru/Darian so that's a bonus).
*Thrax (Osmosis Jones)- It's weird to have a character that's suppose to be a deadly virus, but DAMN that deep voice & killer design!www.youtube.com/watch?v=XeSpW7… Just listening & looking at him give me brief fevers alone. Thax was probably the first animated villain that both scared me & turn me on at the same time.
*Beezlemon (Digimon Tamers)- Nuff' said.
*Winter Soldier/Bucky Barnes (Marvel/Captain America)- Good looks + tragic backstory + shares a heart-breaking conflict with a hero + was once a friend/sidekick to a hero + badass fighting skills + is a villain & an anti-hero = One impressive package of a baddie hunk.

There's being a villain and then there's being a glorified attack dog for the REAL villains. Bucky Barnes is that attack dog and the real villains are the ones holding his leash.
He's the human equivalent of a pit bull. Pit bulls are good dogs made to do bad things. Bucky was a good man made to do bad things via brainwashing combined with a trigger phrase. Villains know full well what they're doing. Attack dogs do not.
